CAPI is a 100 percent state-funded program designed to provide monthly cash benefits to aged, blind, and disabled non-citizens who are ineligible for SSI/SSP solely due to their immigrant status. The welfare reform act of 1996 (P.L. 104-193) eliminated Supplemental Security Income/State Supplementary Payment (SSI/SSP) eligibility for most non-citizens. As a result, most immigrants who were not receiving SSI/SSP in August 1996 are no longer eligible for SSI/SSP.
- For seniors 65+yo OR
- Adults under 65 yo with a permanent disability
- Must be ineligible for social security due to immigration status and be able to demonstrate that have attempted to apply
- Must be a resident of California
- Have resources below the allowable limits of $2,000 for an individual or $3,000 for a couple
- Adults accepted
- Seniors accepted
How to Apply
Call 1-888-960-4477 or 951-791-3709 during office hours for phone intake. Or see County Social Service Office and go there to apply for benefits.
Will need to initially provide:
- Date of birth
- Social Security number
- Home address
Documentation will be required later in process, including identification materials, denial letter from Social Security, disability information (if applicable), etc. Specific instructions will be given after initial phone intake.
